Human Rights and Disasters

South Asia is a region greatly affected by disasters. While most of these are natural occurrences, several are a consequence of human actions and resource mismanagement. Experience over the years has demonstrated, that as bad, if not worse than the disasters themselves, is the prolonged suffering and aftermath of violations of the human rights of survivors that result from inadequate response and failed rehabilitation. These violations are a consequence of both acts of omission and commission on the part of the State and non-government organizations as well as international and national relief and humanitarian agencies and donors.
Since the aftermath of the 2004 tsunami, HLRN has been involved in efforts aimed at promoting,
developing, and monitoring human rights standards in post-disaster response, including relief and
rehabilitation. We work with the fundamental premise that the rights to disaster prevention and
rehabilitation are human rights and must be recognized and upheld as such.
Our work has involved fact-finding missions, preparing a Compilation of Human Rights Standards,
organizing training workshops, and public hearings and Peoples’ Tribunals
